The Second Summit will encourage the design and creation of strategies and instruments that allow for the creation of a common Euro-Latin American and Caribbean space for higher education, science, technology, and innovation, as well as the sharing of knowledge. Public policies, plans, and national programs will be developed, as well as the necessary academic steps for the realization of the Development Goals and the 2030 Agenda, by creating spaces for discussion, the elaboration of scientific proposals, and the development of relationships between academic institutions.

EU-CELAC cooperation in higher education will be fostered by:

  • Facilitating the exchange of knowledge.
  • Encouraging the transfer of technology.
  • Strengthening institutional support.
  • Facilitating the mobility of students, researchers, experts, and academic and administrative personnel.
  • Initiating capacity-building measures.
  • Promoting higher education and lifelong learning, taking into account the needs of youth and people with disabilities, according to the characteristics, priorities, development policies and academic systems of each country.
  • Promoting joint research activities and projects in the higher education sector.
